Yes, hard to say. I'm in Salzburg right now, and here most of those begging on the street appear to be Roma. I have nothing against them, but begging is not out of necessity for this community. Of course, when you see a person with a suitcase or shopping cart on the street, their story is most often tragic. No single right response, given so many are homeless for their own individual reasons.
