The problem as I see it is that some of what you call fraudulent is legal/tolerated - the spreading on misinformation on line. Much else is hard to prove in a way that would stand up in court (Russians paid influencers). And then Musk devised this too clever plan to hold a million dollar daily lottery for Registered voters who signed his gun rights petition. It’s illegal to bribe people to register to vote - so he found a way to do exactly that and make it seem not illegal.
