The constitution may prove hard to tear up. It could be ignored in parts, but certain pieces only work when engaged with certain other pieces in the right way. The Administration needs congress to pass laws to change tax rates and spend money, for example. Trump can sign all the executive orders he likes, but it won’t mean a thing unless the parts are in place to carry it out.
